Mohan,
Static charge is due to the friction of the filter element with the plastic or metallic internal parts of the vacuum cleaner. Make sure that the filter element is properly grounded to earth.

How to control static current in vacuum cleaner even the earthing is proper... when I collecting the coal,the spark is coming between the contact parts of vacuum cleaner....
