Yes,
Common set up in cement plants are coal bunkers fed by belt conveyors. Outlet has hammer plate slide gate. Outlet under gate feeds material onto weigh belts. Properly designed weighbelt will compensate for the force of coal from the bunker. The loadcells must be calculated to be located a set distance from the centerline of the bunker outlet.
