Like my good friend george says we need more information, FIFO for stacking and reclaiming would be extremely hard to accomplish simply from the design of the stock pile, the equipment owned, needed access to the entire stock pile perimeter with an all weather road to allow drawdown of material, a take away conveyor or rail system etc.

The only sure way to accomplish the above is with a silo for vertical storage of said material buuuuut the problem remains that you have not made the effort to tell us anything!!!!!!!!!, so perhaps this is another fishing expedition trolling for free material which is actually available for free with some effort from many sources for your part.
