Be careful not to confuse aerated material with electro-statically charged material. Although a material affected in either way may be percieved to behave the same, the rate of charge decay for some fine powders can be excessive compared to the time for a powder to deaerate. If your powder has come through a high energy process (such as a pneumatic conveyor) there is a chance that it may have built up a significant charge on the particles. It may be worth your while assessing the potential for the particles to charge and to determine the decay time. In the event that charging is present, you may experience a situation whereby the volume of the bag is reached before the target weight. Applying a vacuum to the bag may not necessarily solve the problem, since it is the particles repelling (as a result of the charge) each other that will define the bulk density as opposed to the interstitial conditions.

The above is a possibility - not a certainty. You ought to reduce your potential exposure to risk by considering this.
