You might want to check out Nordic Mine Technology Inc. They build rail and truck loading sytems for mines all over the world. They have a very good propulsion system for moving rail cars with out the use of the loco.

Railcar Loading System
You may as well tell your client to invest in a new or rebuilt used radio controlled
locomotive to do the work as a railcar moving system CANNOT BE USED in a loop track.
A 4 axle locomotive with a radio control operating system will be the only viable alternative
for them as the need traction is paramount in a loop track scenario as total control of the
car consists to and from the loading spout location must be assured.
The other issue is the rail and rail bed and if the rail is not 115-165 pound rail and with
adequate ballast to support it the system will have to be upgraded to support a heavier locomotive. ■
Pushy Business.
I worked on a railcar pusher for Batemans at Landau Loop in 1979 and it worked OK so they installed another.
If nobody has considered the headroom differences between the mainline loco and the waggons, they should.
Binding of the flanges as the empty waggons pass through the teardrop is hit and miss. With a tight bend there is more lateral force on the waggons whereas with a slacker bend there are more waggons in the loop, so take your pick.
One of my predecessors at the Butterley Company invented the flanged railway wheel and there are various follow-on works, notably from Japan, which address flange binding. These works will help you calculate the tractive resistance.
Using a winch is also a possibility, provided you hook it up to the lead coupling and not to the leading axle...Some folks do. Using a winch also means that you might have to have to pull a heavy cable round the bend if the train is not long enough to reach the straight.

I have already replied in this forum few years back; regarding technical as well as railway basic requirements for wagon loading. Firstly, the wagon loading system has to be absolutely reliable as it concerns with the railway and public safety. The wagon loading arrangement can have following variants:
1) Wagon loader machine (something like stacker) is traveling parallel to stationary wagon rake. The machine adjusts its travel speed automatically as per actual instantaneous flow of material on conveyor, such that specific quantity of material is put in wagon in it specific zone.
2) Wagon - rake moves and brings 1 or 2 or 3 wagons under 1 or 2 or 3 loading points and rake stops. 1 or 2 or 3 radial conveyors, radially moving to and fro, equipped with belt weigher loads specific quantity of material in specific zone of wagons. Then rake moves and cycle is repeated.
Alternatively hoppers, weigh hoppers and hydraulic gates loads material.
3) If the rake moves continuously at steady speed and loading by hopper weigh hopper, etc., then possibly at least as twin, working alternatively, so that material loading can continue for moving rake.
The above information to be understood as of general nature. Refer manufacturer of such equipment for specific information. What they say prevails.

Train Loading Station
Dear Sir
We are engineering company and our main client is FST Co. (www.fstco.com). Now I am responsible for one Train Loading Station for FST. We have a problem and ask you for a solution as below description:
Our end user ask us for designing and installation a train loading station and feed belt conveyor in his site for loading about 2000 to 3000 t/hr iron ore concentrate.
We have finished basic design and now we are in detail design step and ready for ordering some mechanical parts.
Now, client(end user) sent a new requirement about this system. I will try to explain you his new requirement and hope you can offer us about that:
They have a railway loop in site and they don’t change that. According to their primary philosophy, the traction locomotive, pull empty wagons via the loop. After finishing the loop (loading location in attached drawing), locomotive will pull the wagons by low and constant speed under loading silo (~0.2 m/sec).
Now they ask us about new philosophy: after finishing the loop and after positioning the train on loading location, they want to release the traction locomotive and pull (or push) the wagons by another system with about 0.2m/sec speed.
Number of wagons per train is 45 and empty weight of each wagon is 35 tons and gross weight of each wagon is 155 tons.
We shall propose them about this new system. I have two idea: using car (or wagon) charger system or using your Haulage System.
Can you propose us your solution and your proposal.
