In regard to your fugitive dust problem and desire

to have a portable system to control fugitive dust

I am assuming you are using a track drill for drilling your soil nail holes with an air hammer.

If you do not have access to water to pump it through the hammer you could easily pour mineral oil in your hammer oiler reservoir-assuming your drill has one for the drill hammer and stop any and all figitve dust and eliminate your problem with fugitive dust. If your drill does not have an oiler reservoir it is very easy to install one in the air line feeding the air hammer. An oiler is a necessity for hammer drilling- please be sure to use bio degradeable oil as well with the mineral oil.

I am not sure of the type of drill you are using. But I will tell you what we do with our downhole rotary drills using compressed air to clean holes.

We utilize a small fan driven cylone dust collection system. We have a dust collection boot around the bottom of the drill. This boot uses half of a rubber tire to seal to the ground (Crued but works). This boot is connected to a small cyclone via a flexible hose. The cyclone discharges the dust onto the ground through a rotary valve or obtuator valve. The cleaner air blows out through the dust collector fan.

It may be worth looking into.
