You could contact the consulting arm of the 2 largest cement companies - Lafareg and Holcim.

Burning domestic waste is not a big item on cement kiln due to the variability in the feed stock and effect of non compatable materials/chemicals.eg mercury etc

Holcim plant in Italy - Merone/Ternate - do burn domestic waste - pneumatic injection into the calciner...prone to blockages and is also very messy.

U are better off looking for a fuel soruce that has consistent qualities. Perhaps U also need to have a "middle man" ie fuel prepareer/processor to treat/process all incoming waste into a suitable fuel feedstock for the cement kiln.

There are several companies setup to do this - eg in Europe.

There is a lot of money required for the material handling systems - U need to know what variances in feed material can be posible and try to design a system to suit ie inbuilt flexibility. Due to the high costs and also rel. low revenue of domestic waste (unless fuel costs are very high), it is very important that the engineering and process studies are very thorough indeed before building anything at all. Making changes or modifications is also very costly and can effect your "supply" market for the fuel supplies if they do not have a constant demand ie they will go elsewhere and U will end up with less supply when U do fix things up.
