The power plant silos are normally with the bulk loading spout arrangement wherin the tanker that takes the material out are customarily weighed (bare and fully loaded) and the output thus evaluated.
In case the extraction is to be monitored then the weighing system is required under the silo.

You may wish to consider an impact weigher. They are reasonably accurate (+/-50 Kg per tone) and can be programed to stop flow when a desired tonnage is reached.
The only problem is that fly ash is abrasive and the impact plate would have to be replaced regularly (6 monthly)
You will require approxitmatley 1500mm from the outlet of your silo to the inlet of you truck loading unit.

We can undertake this job.The silo would rest on 3 or 4 loadcells depending on its shape and size.These loadcells would connect to a Digital weight Indicator which would be caliberated to display the correct weight. If control functions e.g. filling, automatic cutoff,low/high alarms are required,the special weighing indicator cum controller can be installed by us which has setpoints connected to the filling system/alarms.The system can also be connected to DCS or Pc system for report consolidation. The Siemens Milltronics E-40 Solids Flowmeter has been successfully used in numerous applications to measure the flow of flyash under gravimetric conditions from a chute, bin or an aerated gravity conveyor.
