The delivered air mass equals the stored air mass in the tank.

delivered air mass = time * 0.3964 * 1.293 * 1 * 273/(273+t)

stored air mass = 3 * 1.293 * 7 * 273/(273+t)

resulting in : time = 3 * 7 / 0.3964 = 52.9 seconds.

If the compressor has a lower inlet pressure than 1 and if the inlet temperature differs from the tank temperature, the filling time of the tank also changes.

Take some measurements and use the equation again.

I would say that your compressor is running OK.
