How does your client expect to clean out the corners with a dozer?
It's a bit of a no brainer with the modifier that you ought to consider a tracked vehicle when working over relatively non-cohesive materials. 
Machine sizing is simple enough. Performance must match the ship unloader. Can you do that? Probably not: but try.

Dear Sir,
Just I want to know the size of the dozer/front end loader to clean 40,000 DWT Alumina vessel.
our client is insisting on dozer. But, can front end loader serve the pupose?
As my understanding is front end loaders are of less weigt than dozers which would be conveinent.
please suggest.
