I’m watching for new cargo loading software development for a long time, and I didn’t have found any special that you need.

For visualization of planning process you can use some of CAD Engineering systems, like AutoCad for example, with which you can easy make 3-D models of the pieces of your cargo and compartment where you will load this cargo. With this you can prepare stowage plan and lashing plan, and after that you can look and print it in different views and incisions.

But if you wont make some calculations (like calculation of the center of gravity and etc) or automatically prepare sequence of loading, I think the best way is build your own software according to your cargo properties and tasks. ■
