This comment is offered without knowing the extent of use you might be contemplating for the cutter.
The cutter should not be used as the primary cord cutting device, on steel cord belt, in the construction of the splice. Such cutters tend to mash the cord wire strands and mishapen the cord end. This reduces steel cord belt splice strength. Better to use a high speed (5000 rpm) carbide cutting disc.
