Have you considered IBC's constructed from a suitable polymer?
MSDS's do not mention any requirement for lead lining, although I respect your experience with bromine.
ISO tanks would be very heavy and if the lining was damaged they would be even more dangerous, from rapid corrosion, than an IBC.
A standard ISO container, correctly marked, would provide better protection and after careful cleaning, very careful, the consignee could return the empty to the carrier for reuse. After the next container had been emptied the redundant IBC's could be loaded into any standard ISO if/when required. Alternatively the IBC's could be cleaned and put on the Chinese market thus dispensing with any return costs.

Thank you for an interesting post. Times past: some of us have asked for a separate section on the subject of containerisation but to no avail. When you see the size and number of container vessels passing through Rotterdam and Shanghai it is hard to believe that there is no bulk cargo aboard. ■
