Container Liner Purpose

What is the purpose of container liners, really?

They are expensive, require cleaning (if they can be cleaned at all).

When being fixed on the inside rails of the boxes they can be damaged.

They still require dunnage or similar to restrain material within the container.

If the material is sensitive enough an FIBC is a safer option.

There are adequate cleaning facilities on most/all receiving sites as required by law & these are much cheaper to implement for containerised bulk cargoes.

Surely if a material requires a container liner then a bulk ship with the same cargo needs a hold liner???
