Coal belt conveyor dry fog nozzle Installation design review

We have installed a belt conveyor 650 mm wide having speed of 2 m/s & capacity of 200 MeT/hr of coal. For transfer from one belt to another, there are dry fog nozzles installed at the top of skirt board which is extended around 1.5 to 2 meters from the inlet chute. The height of the skirt board from the belt conveyor is around 0.295 meters. The dry fog nozzles water inlet pressure is kept around 3 bars and the air pressure is kept around 6 bars. The dry fog jet directly impacts the coal being conveyed and it looks like this arrangement design is not correct. 

What we understand is that the height of the skirt board needs to be increased so as the dry fog can get contact with dust instead of coal being conveyed. Moreover placement of nozzles needs also to be reviewed. Can any expert help us out in this?
