Dear Shri N. Bhupesh Chowdary,

You are mentioning that the system has been non-operative since 9 - 10 years and is to be started now. The idle time of 9 - 10 years is very long period and that too at sea shore. I apprehend this to be highly engineered and skillful exercise with related expenses.

1) Experts of various machines have to examine the condition of the machines, degree of corrosion, and how safe it is to operate them.

2) Having examined the condition of various items (mechanical, structural, electrical and civil), they have to fix items that will need repair / replacement. This is a job demanding exceptional expertise, judgement and common sense.

3) Based on the quantum of work (in various faculties being ascertained as above), an enquiry and scope of work needs to be formulated.

4) Obtain the quotation etc based on serial number 3, and decide the erection contractor and fabrication contractor to execute the work. The owner has to also order parts, which need replacement. Often such parts will be of specialised nature and may come only from OEM supplier.

The best party to do such work is the original designer and supplier of the plant. He will be in the best position to provide the parts for replacement, which can only fit into specialised machines. I did one exercise for an old plant and the above suggestion is based on that experience for the same (finally, it did not realize in to actual implementation).

Ishwar G Mulani.
