I would like to know about static seal (flange seal).

what is the relation between internal hydraulic pressure and the size of o-ring in flange seal (cross section and ID)?

Average deformation necessary to seal internal hydraulic pressure averages between 15 to 30 % of cross section of O-Ring. But as this is multiply influenced by pressure level / hydro-medium / form, finish & tol's of groove / material for O-Ring etc you'd better specify your case to a supplier & get a case-to-case answer.
