What your asking for is something that a consultant is paid for to examine.

Its simply a real estate problem which follows the old saying LOCATION, LOCATION, LOCATION!!!

It follows the simple requirements delivering goods at the lowest posssible cost per ton mile

Are you referring to an import terminal where sea ships are unloaded and cargo is transferred into trans and bulk tankers?

is there an examples worldwide to a cooporation between a transportation/logistics company to a train company,

regarding to business cooperation between them? a combined cargo terminal can be a good model.

Designing a terminal as you describe, is not that complicated.

-List the ways of transportation, which need to be connected and the (interrupted) mass flows, together with the material properties.

-Investigate the available technologies of unloading and loading (also in respect to the local climate conditions)

-Design a railroad shunting yard that separates the incoming product flows from the outgoing product flows

-Assess the need for intermediate storage

-List the local regulations for environmental impact

-Contact a well-established consultancy firm for a design quote.

I cannot decipher the intent of the original question which actually becomes even less coherent as attempts are made to be more specific.

One minute there is talk of plastic powder and cement then somebody chips in with underground oil and gas storage.

It looked like the questioner originally wanted a design for an all-singing-all-dancing port based on a 3 line specification. If things are allowed to continue he will probably be disappointed when it doesn't materialise.

I've wasted far too much time already, even in tropical retirement.
