For this kind of output, you may want to consider stiff-extrusion as an alternative to briquetting. This will require small amounts of a binder and is dependent on the coal. JC Steele has done several projects similar to this.

1, Binder coal briquetting is not a good idea due to the price for binder. The cheapest binder would be cane molasses or beet molasses, which is over $200/ton. And coal price is only $20 to 50 for lignite coal; $30 to 70 for hard coal; $100 for coking coal.
2, Warm up fine coal close to its soften point, then it is briquetted with press roller. In this way, power consumption can be minimum.
3, Study shown that coal dust issue is caused by fine coal <150 mesh. So screening and heating fine coal before briquetting. And it should be cooled by sending it to dryer to recover its thermal energy and low its temperature to avoid spontaneous combustion after briquetting if it is dried before briquetting.

I did not realize how old this thread was but the information is still relevant.
As far as briquetting your products:
Unless you use a roll press as is done with sugar beet pulp,
sawdust and coal dust to make tubular pellets your not going to have much luck.
You need the slight moisture as it acts a both binder and lubricant otherwise
the dies would wear out much sooner.
The roll presses seem to work very well for carbon based fuels and sawdust byproducts from
sawmills as sugar beet waste being the sugar beet slices called "Cossettes".
Beet pulp presses are used in batteries strictly based on the sugar beet refineries
production capacity per hour for sugar syrup production prior to further refining.
The beets are washed, sliced, dumped into the sugar stripping towers where
carbon dioxide gas and heat are used to release the sugars which are later
stripped from the hot water.
The Sugar Beet Cossettes/ slices are floated out of and removed from the striping towers, then dried
to X percentage and dropped into the roll presses where the moist beet pulp is pushed through
tubular dies heated by friction and made into sugar beet pellets when the pulp is compressed,
the dried beet pulp pieces fall away and is then conveyed to storage where the pellets
are either bagged or moved in bulk quantities to feed mills for further packaging. ■

I am looking for any suggestions of any industrial scale briquetting units, which will dry a range of milled products including coal, lignite, etc etc, which will operate with products that have been dried below 10% moisture and ideally below 5% moisture. In a range of aggregate sizes from fines to 10mm.
