You are looking for packaging equipment. You want something similar to a cement bag, or a large potatoe sack. Talk to people in the cement industry. Ask them what equipment they use. Try the agricultural feed merchants. If they don't know, ask who they would recommend you approach.
Don't get put off by the 1000s hits. Change your search option. You are looking for packaging equipment manufacturers. Try the Yellow Pages. That will give you some instant leads.

25kg Brick-Type Bags
Tone,
for your milk powder project, you get best results using block-bottom bags and a packaging machine that can properly de-aerate the bag (meaning that the milk powder has enough time to settle inside the bag, before the bag is closed). The bag closure is a double-fold "flat top". That way, the bags are square and perfect for palletizing.
One machine suitable for up to 25 kg is made by FAWEMA, model name is FA 454.

That particular machine is a continuously running "carousel-type" machine for high production output. As always, there are other models available with different operating methods and corresponding packaging rates.
The initial investment into a carousel-type packer is higher, but total cost of ownership & cost per bag is often lower than with intermittent running machines with siginificantly less production output. ■

The equipment would ideally turn out a product similar to cement filled bags. i.e. Low air retention, plastic lined. I am not conversant with what types of machinery are on the market (Google search turns up 1000's of hits).
At the moment we are doing about 70 bags/hour. It would also need to be fully automated.
