As for as know 2 - 3 years back Pellets were 3 times costlier than Sinter, which are generally made from In house generated Iron Bearing Fines.
I think you need to elaborate the context, in which the question is asked.

In my view this is a question for Steel making processs - a metallurgy issue - not so much bulk handling 
Some steelmakers use as much as 70 % sinter burden balance ore. Some use 50% sinter , upto 25% DRI ( ore or pellet based ) balance ore . There are other combi too.
